This collectible can be found in Return 1: The Invitation or Return 3: Local Girl. To get it, enter the Sheriff’s Office in Chapter One. Go to the second room in the hallway and interact with the TV on the wall to watch an ad. Note that you can do this twice, but once it’s done returning 3, you won’t be able to trigger it again.

You can find this video in Homecoming 3: Local Girl, which is part of the Saga quest line. During Watery, visit the Vision TV Shop and approach the TV to trigger the video. However, the video can only be viewed until the end of Enlightenment 5:665, after that chapter you will not be able to access it.

Make sure to get close and trigger it. Do not leave the area without doing so, as simply opening the door is not enough to capture the collectible.
