Eugène Serufuli Ngayabaseka (born 1962) is a prominent Congolese politician.
He served as governor of the Nord-Kivu region from 31 July 2000 to 2007, before Paluku Kahongya Julien replaced him.

Early life and education
Eugène Serufuli Ngayabaseka was born in Ruruma, Rutshuru District, North Kivu Province. He was born in 1962.
He is an anesthesiologist at Goma General Hospital and studied at the University of Kinshasa.
During his time at the hospital, Eugène Serufuli Ngayabaseka’s political aptitude was noticed as he quickly became president of the hospital union and a member of the MAGREVI movement fighting for the rights of Banyarwanda.
Career
Eugène Serufuli Ngayabaseka became a member of the political committee of the RDP in August 1998 and was nominated by the RDP as Governor of North Kivu in October 2000, in the context of the Second Congo War.
His nomination was largely a political one, to appease Congo’s Hutu Banyarwanda minority. The nomination of a Hutu Banyarwanda (Serufuli tribe) was intended to bring them into an alliance with the Congolese Rally for Democracy, led by the Tutsi Banyarwanda, and their supporters of the Tutsi government of Rwanda, against the anti-Tutsi Army for the Liberation of Rwanda and indigenous Congolese ethnic groups such as the Hunde, Nyanga and Tembo.
Eugène Serufuli Ngayabaseka founded a militia called the “Local Defense Force” in 2003, with a reported 20,000 members. Several Congolese NGOs and human/children’s rights groups have criticized him for recruiting and retaining children and demobilized Rwandan soldiers after the Rwandan army left the Democratic Republic of Congo.
