In Persona 3: Reloaded, the protagonist’s level determines their ability to fuse with certain characters. Since Lilim is a relatively low-level persona, only requiring level 8, reaching this level early in the game does not require much effort.
To check your protagonist’s current level, you can access the status menu or pause screen during gameplay. Once you confirm that your protagonist is level 8 or above, you can proceed to obtain the necessary characters and initiate the fusion process in the Velvet Room.
Making sure your protagonist meets the level requirements beforehand will simplify the fusion process and allow you to add Lilim to your character roster without any hassle.

Reload closely follows the story of the original Persona 3, but updates the graphics and gameplay to make it more like the new Persona games.
