After completing the four Fountain of Life locations, Quetzalcoatl’s location will be added to your map, located in a large quarry on the west side of the prairie, labeled “Secret Intelligence: Winged Lizards of the Past.” Go to this location and press Triangle to summon and face Quetzalcoatl.

Make sure your character is around level 22 to be ready for battle. Quetzalcoatl is level 22 on Normal difficulty and has 20,223 health points. Equip Ice Crystal and Shiva Summon, as Quetzalcoatl is weak to ice attacks. Additionally, equip healing materials, preferably combined with autocasting, to passively heal your party.

After defeating Quetzalcoatl, enter the Item Transmitter menu and use the obtained Quetzalcoatl Claw and other required resources to craft the Windmill Gear. Return to Mildred at Windmill Settlement and hand over the equipment. Finally, return to Broden in Calm Inn to complete the mission and be rewarded with purification materials, as well as the Whistlewind Scarf accessory that fills up the ATB gauge slightly at the start of the battle.
