Jody Allen was born in Wedgwood, Seattle, Washington, on February 13, 1959, to Kenneth Sam Allen, associate director of the University of Washington Libraries, and Edna Faye Allen, a Seattle school teacher.

She is the sister of Paul G. Allen. She attended Lakeside School in 1975 and Whitman College in 1980, where she studied theater. Allen attended Washington State University, where she earned a degree in economics.
