Early life and education
Kimberly Reynolds was born on August 4, 1959, in St. Charles, Iowa. She is a United States citizen. Her parents are Charles and Audrey Strawn. In 1977, she completed her education at Interstate 35 Community School District.
She then enrolled at Northwest Missouri State University to pursue a business degree. However, she never completed the program because she dropped out after only one semester. She returned to school in the 1980s.
She attended Southeast Community College from 1992 to 1995. She began taking online classes at Iowa State University in 2012 and graduated with a bachelor’s degree in liberal studies in 2016.
Reynolds has been convicted of drunken driving twice, first in 1999 and again in 2000. She was charged with drunken driving a second time that same year, though she pleaded guilty to a misdemeanor. Reynolds announced in 2017 that she had undergone inpatient treatment for alcoholism.
Political career
As the Iowa Senate
She was elected as Clarke County Treasurer for four terms. Then, in 2008, she was elected to the Iowa Senate as a Republican representing the 48th Congressional District, defeating Democrat Ruth Smith and Independent Rodney Schmidt.
As Lieutenant Governor of Iowa
Terry Branstad, the 2010 Republican gubernatorial candidate, publicly announced that Kim would be his running mate. She was elected to the Republican National Convention the following day. The Branstad/Reynolds ticket won the general election later that year.

The law was declared unconstitutional and overturned by an Iowa state judge in 2019. Reynolds asked for the bill to be changed to make it clear that abortion rights were not protected. In Ackley, Iowa, in 2020, a Reynolds delivery truck struck a Black Lives Matter protester.
According to the Patrol and Reynolds, the protester voluntarily walked in front of the car and the driver acted appropriately, however, the protester alleges he was intentionally hit. Reynolds has signed a bill raising the legal minimum penalty.
During the COVID-19 pandemic, Reynolds has not followed scientific and public health advice on the use of face masks in response to the virus. In 2020, Reynolds issued a Disaster Emergency Declaration. She ordered the closure of several facilities that same month.
Reynolds contracted with Utah company Nomi Health in 2020, after getting advice from Ashton Kutcher, to build a COVID-19 testing program called TestIowa. Reynolds announced a statewide mask mandate later that year, requiring anyone over the age of two to wear a mask indoors.
Reynolds signed a bill into law in 2021 that prohibits businesses and municipalities from requiring customers to provide proof of vaccination. She also signed legislation that prohibits school districts from requiring students to wear masks.
