Neasa Hourigan joined the Green Party in 2011 and was elected to Dublin City Council in 2019, representing the Cabra-Glasnevin local constituency. She holds the position of Finance and Health Spokesperson for the Green Party.
Hourigan was instrumental in establishing the Irish Pedestrian Network and Streets are for peoplean activist group dealing with pedestrian issues in central Dublin. In the 2020 general election, she was elected TD for Dublin Central.
In July 2020, Hourigan was a member of the Green Party who formed the “Just Transition Greens” faction, which advocates more hardline policies on the green left/ecosocialist side. That same month, she resigned from the party after voting against the government on amendments to the Residential Tenancies Bill, which resulted in her speaking rights being revoked for two months.
In December 2020, Hourigan and fellow Green TD Patrick Costello opposed Ireland joining the CETA trade agreement, fearing it could allow foreign investors to sue the state over environmental laws.

In May 2022, Hourigan and Costello were suspended from the Green Party for six months after voting against the government on the new National Maternity Hospital. They were readmitted to the parliamentary party in November 2022.
