Early life
Leahy was born in Montpellier and grew up across the street from the Parliament Buildings. He is the son of Alba and Howard Francis Leahy. Leahy graduated from Saint Michael’s High School in Montpellier in 1957.
He received his BA in Political Science from St. Michael’s College in 1961. He later received his JD from Georgetown University Law Center. He became an attorney and became an employee of a firm headed by Philip H. Hoff, then governor of Vermont.
