Philip Baker Hall was born on September 10, 1932, in Toledo, Ohio, to Alice Birdene and William Alexander Hall, a manufacturing worker from Montgomery, Alabama. He attended the University of Toledo.

He later worked as a high school teacher and interpreter for the United States Army in Germany. In New York City, he eventually worked in Off-Broadway and Broadway shows.
