Early life
Phindile Baleni was born in the late 1960s. Her exact date of birth is unknown.
However, she was born in Gauteng, South Africa, to Mr. and Mrs. Nzimande.
She was raised in a humble family where the principles of diligence and hard work were ingrained in her.
Education
Phindile Baleni’s father made sure she enrolled in a school in the town of Vosloorus.
She graduated at the age of sixteen and was immediately accepted into law school after enrolling due to her excellent academic record.

Career
Phindile Baleni rose through the ranks of the public service in 1994. She was then transferred from the office of the premier of the Gauteng provincial government to the presidency.
Phindile Baleni has been the organisation’s director general since 2015. She served as legal adviser to the Gauteng Office of Housing and Local Government in 1994. She left the office in 1996 after two years of service.
That same year, Phindile Baleni began working at the City of Johannesburg, where she was involved in strategic planning, senior project management and policy development.
Phindile Baleni later became the CEO of Electricity Distribution Industry (EDI) Holdings. She played a key role in establishing regional electricity distributors in South Africa. In April 2011, she was appointed CEO of the South African National Energy Regulator. She left this role after serving as a director general in the Gauteng Premier’s office.
Phindile Baleni has also served on the Manufacturing, Engineering and Related Services SETA, the Council for Scientific and Industrial Research and the Wits University Council.
Cyril Ramaphosa has appointed her to the positions of Director General to the President and Secretary to the Cabinet. His office announced the news and made the appointment official on Wednesday, 31 March 2021. Prior to her appointment, it should be noted that Business Live reported last year that she could be the next Director General in a report.
She was appointed to the position after Dr. Cassius Lubisi resigned in September 2020. He held the position for eleven years before resigning.
Personal life
Frans Baleni, a former unionist, is Phindile Baleni’s husband. She is a staunch supporter of current South African president Cyril Ramaphosa. Her husband also served as the general secretary of the National Union of Mineworkers.
She also held this position in the past. Their marriage was blessed with children.
Surprisingly, Phindile Baleni is one of the few South Africans who has worked closely with government without any scandal or controversy.
