Seemingly human, Alok is not Starfleet material due to his mental problems and darker view of the universe, which is why he joined Section 31. He is Alok who assembles the Section 31 team for the main mission of the film. However, Alok knows everything about who Emperor Georgiou is and doesn’t trust Philippa in the slightest. However, Alok and Section 31 evidently need Georgiou to fulfill their mission.

Sam Ricardson plays Quasi, who is Section 31’s physicist and also a shapeshifter. Quasi is a Chameloid, a race of changelings, making him ideal for Section 31 as a spy and infiltrator. Quasi’s knowledge of physics would also make him the Resident Science Officer of Section 31. Quasi, like the rest of Section 31, has no reason to trust Emperor Georgiou, but he is also a team player and fights for the cause.

If Fuzz is a Romulan, then for one of his people to work for Section 31 and protect the Federation is extremely unusual, especially in the early 24th century. Rob Kazinsky plays the armored warrior Zeph in Star Trek: Section 31. Despite his cybernetic enhancements, Zeph evidently wears a battle suit and is not a member of the Borg Collective. Another puzzling member of Section 31 is Melle, the mysterious bubblegum-blowing bald woman played by Humberly González. Melle’s bald appearance hints that she could be a Deltan, a sexually alluring race first seen in Star Trek: The Movie. The original Deltan in trip to the stars He was Lieutenant Ilia (Persis Khambatta), the navigator of the USS Enterprise and lover of Captain Will Decker (Stephen Collins).

The deltas were also seen in the first episode of
Journey to the stars: Picard
season 2, “The Star Gazer”, when they opened diplomatic relations with Soji (Isa Briones) and the Coppelius synthetics on Raritan IV.

As a Deltan, Lieutenant Ilia had to take an oath of celibacy to join Starfleet, but Melle may not have done such a thing if she is even formally part of Starfleet as a member of Section 31. It is unclear what role Melle has in Section 31, but he may be able to glean information from targets, turning the unwilling into the willing with his delta sexuality. Melle could finally reveal more about the Deltans in Star Trek: Section 31, and without a doubt he is a character to pay attention to.
