Throughout development, the game encountered various challenges, including moving the setting from the Caribbean to Hyperborea and eventually to East Africa and Southeast Asia. These changes in direction led to multiple redesigns, initially focusing on naval combat and then moving toward land-based survival elements, influenced by games like Rust.
Budget overruns and scope changes led to delays in the game, with the release date pushed from 2018 to 2024. Ubisoft tried to refine the vision for the game and invited more studios such as Ubisoft Berlin to assist with development. Despite the setback, Ubisoft remains committed to the project, emphasizing player participation through initiatives like its “Code Keepers” program.
In September 2020, a “new vision” for the game emerged, requiring additional development time. Despite the setback, Ubisoft remains committed to delivering a comprehensive piracy experience. The game’s release date is finally set for February 16, 2024, promising an immersive adventure on the high seas and pirate-infested waters.
