Set eight years after the death of District Attorney Harvey Dent, the film begins with Bane, a former member of the League of Shadows, hatching a plan to kidnap nuclear physicist Dr. Leonid Pavel. Bain launched an attack on a CIA plane over Uzbekistan, pretending that Pavel had died in the crash.

In Gotham City, organized crime has been eliminated through the Dent Act, which gave the police greater powers.
