Skull and Bones began its journey as Ubisoft Singapore’s first project in 2013, inspired by the naval battles of Assassin’s Creed IV: Black Flag. It was originally conceived as an expansion to Black Flag and later as an MMO spin-off, Black Flag Infinite, but technical limitations prompted it to evolve into a standalone venture.

Development encountered significant obstacles, including environmental changes from the Caribbean to Hyperborea and finally settlement in the Indian Ocean. Gameplay has gone through several revisions, shifting the focus from sea exploration to land-based survival elements influenced by games like Rust. Budget issues and management challenges plagued the project, which cost more than $120 million.

Announced at E3 2017, Skull and Bones faced a series of delays and was originally slated for release in 2018. “New Vision” emerged in September 2020, resulting in more development time and the involvement of other Ubisoft studios such as Ubisoft Berlin. Although there were subsequent delays, including a closed beta in August 2023, the game’s release date was finally set for February 16, 2024, after a series of rescheduled release dates.
