Early life and education
Zoe Tay was born on 10 January 1968 in Singapore to Teochew parents. She was the sixth of seven children in her family. When Zoe Tay was three years old, her mother, Madam Huang Bang Zheng, died in a horrific car accident.

Due to the death of his daughter, his father decided to remarry. His second marriage gave birth to a daughter named Pong Chin. His stepmother was a housewife while his father worked on a pig farm in Lim Chu Kang.
Zoe Tay attended Yuan Cheng Secondary School after attending Kai Wah Primary School and completed her O-levels at Kai Wah Primary School. She studied fashion design at Baharuddin Vocational College.
