Early life
Dr. Harry F. Moniba, former Vice President of Liberia, held that position from 1984 to 1990. Clarence Moniba is his youngest son.
He was born on March 15, 1979 and grew up in Liberia. His father was a politician and as a result he was interested in politics.

Clarence Moniba received his Ph.D. from New Mexico State University, where he studied Rhetoric and Professional Communications.

Career
Clarence Moniba starred in the film Radio, in which he produced the winning touchdown diving game for fictional TL Hanna High School. He also starred in the football film Invincible, which also played opposite Mark Wahlberg’s character Vince Papale, and he starred in many of the football action scenes in the film We Are Marshall.
Clarence Moniba wrote the Official Guide to College Football Scholarships, released in 2011 and distributed throughout the United States.
From 1999 to 2001, Clarence Moniba was a member of the New Mexico State University football team. He played professional football with the Carolina and New York organizations in the Arena Football League for four years.
Clarence Moniba previously worked with the African Development Bank’s High Level Panel on Post-Conflict and Fragile Countries, as well as the United Nations Post-2015 Development Agenda. He received the national medal Knight Commander of the Most Honorable Order of the Pioneers, awarded to him by former Liberian president Ellen Johnson Sirleaf for “exceptional achievements and meritorious service in government.”
Clarence Moniba played professional American soccer in the Arena League from 2001 to 2004 before joining the Liberian government.
He is the youngest Minister of Foreign Affairs without Portfolio in Liberia’s history and is the Chairman of the Board of Directors of the Liberia Electricity Corporation.
From 2014 to 2018, he served as Principal Advisor and Project Director to the President of Liberia, and played a key role in the country’s infrastructure development.
Clarence Moniba also served as head of the Diaspora Community Engagement Unit, the Philanthropy Secretariat and the Presidential Delivery Unit, which oversees planning.
