Mogoeng Thomas Reetsang Mogoeng, now 62 years old, was born on 14 January 1961 in Zeerust, Union of South Africa.
Mogoeng is the eldest of three sons. His mother, Gaboipone Mogoeng, raised him along with his late father, Setshwaelo Herbert Mogoeng.
Mogoeng attended the University of Zululand and obtained a Bachelor of Laws degree in 1983. He continued his studies at the University of Natal and obtained a Bachelor of Laws degree in 1985.
