Patch 13.14 TFT Project PBE Changes

Items adjusted for TFT Nine Episode 13.14 on PBE servers are Sniper’s Focus and Iron Solari’s Locket. A major change on July 11th reduced the burn rate for Radiant Morellonomicon and Sunfire Cloak to two percent. Regular versions of items have also been tweaked.
