Thierry Lézin Moungalla (born 15 April 1965), born Thierry Moungalla, is a prominent Congolese lawyer and politician.
Since August 2015, he has served as Minister of Communications and Media of the Congolese government and as government spokesperson.
Previously, Thierry Moungalla served as Minister of Posts and Telecommunications (2007-2015).

Early life and education
Thierry Moungalla was born in Paris on April 15, 1965, into a wealthy Congolese family in Lékoumou.
He studied law at the University of Paris and became a professional lawyer.
Thierry Moungalla got a part-time job in telemarketing while studying.
Career
Thierry Moungalla began his political career alongside André Milongo (then prime minister of the Congo) in the 2002 presidential election. That same year, he ran for legislative office but was unsuccessful in winning. President Denis Sassou Nguesso appointed him as a special adviser in 2004.
Thierry Moungalla joined the cabinet four months later, and in December 2007 he was appointed Minister of Posts and Telecommunications. As Minister of Posts and Telecommunications, he is responsible for overseeing the President’s communications activities.
He was re-elected to the ministerial post after the 2012 legislative elections when he was elected deputy mayor of Sibiti in Lékoumou province.
Thierry Moungalla’s political opponents have frequently attacked him for his albinism, particularly during the 2007 and 2012 legislative elections. However, he has also occasionally used these criticisms to his advantage, most famously turning a Chinese politician’s statement into a quote: “It doesn’t matter whether a cat is black or white, as long as it catches mice.”
Thierry Moungalla campaigned and supported a new constitution to replace the old one in the 2015 constitutional referendum, which is expected to be adopted on 25 October 2015.
Thierry Moungalla was appointed Minister of Communications and Media on 10 August 2015, and is responsible for relations with the National Assembly and as government spokesperson. He has served in various positions in different Congolese administrations.
Personal life
Thierry Moungalla is married and the father of four, dividing his time between the Congo and France. He is an active member of a Protestant church. The identity of his wife is unknown, and he is a very private person.
Thierry Moungalla has been the subject of several complaints as a public official, but none of these have been brought to court or involved embezzlement of state funds. He is revered as a true statesman and patriot.
