She pursued further education, earning a Master of Arts in College Teaching from the University of North Carolina, Chapel Hill, and a Doctor of Education in Curriculum/Higher Education/Teaching from the University of North Carolina, Greensboro in 1985. Virginia Ann Foxx had a varied and successful career before entering politics. She worked as a research assistant, an English instructor, and a college administrator. She also served as president of Mayland Community College and as deputy secretary of administration under North Carolina Governor James G. Martin.

In politics, she served in the North Carolina Senate from 1994 to 2004. She held several committee assignments, including chairing the Education and Labor Committee and being a member of the Congressional Constitutional Caucus. She was also a member of the Republican Study Committee and the Italian-American Congressional Delegation.
