early life and education
Polad Murtuza oghlu Mammadov was born on February 4, 1945 in Baku, Azerbaijan. He is the famous Azerbaijani opera singer Murtuza Rza oglu Mammadov (1897-1961) and Adelaida Mammadova (née Gasi Mova (1922-2015), who served as director of the Bulbul Museum until his death. While he may have siblings, their names are not known to the public.
Bulbroglu began his musical education by studying piano at a music school and later entered the British Conservatory of Music in Baku, specializing in composition under the tutelage of Gala Garayev.
He continued his education and received a doctorate in art history from the Azerbaijan State Academy of Culture. He also serves as an honorary professor at the Azerbaijan State University of Culture and Arts. He is of Azerbaijani origin and believes in Islam.

In 2006, Polad Bulbroglu resigned as Minister of Culture and went to Moscow to serve as Azerbaijan’s ambassador to the Russian Federation.
In 2017, he ran for the post of Director-General of UNESCO but withdrew after receiving only two votes in the first round of the election. Despite the setback, he continued to serve as Azerbaijan’s ambassador to Russia.
In August 2024, Bulbroglu announced his decision to resign as ambassador to Russia. He plans to run for a seat in Azerbaijan’s parliament from the city of Shusha in the Nagorno-Karabakh region, where he spent his childhood. His career continued to combine his artistic and political pursuits.
